It was revealed that around 90 percent of these pre-payments were made using SmartCards — a system implemented by the federal government’s Services Australia to manage income, preventing individuals from using welfare funds on certain items, including alcohol. Local Aboriginal station workers were noted to be permitted to purchase and consume up to nine beers daily under this system.

The commission's ruling pointed out several other regulatory breaches, including inadequate maintenance of female toilet facilities, lack of meal service, and the absence of complimentary drinking water, alongside concerning reports from environmental health officials regarding pollution and waste management at the site. Mr. Goldflam emphasized that these issues indicated a "longstanding, chronic failure" to uphold the necessary standards expected of such premises.

In an interesting twist, the commission described Mr. Pilton’s evidence as "riddled with assertions and claims that were either demonstrably false or patently unbelievable." Nonetheless, he was recognized for having built a close and seemingly effective rapport with local patrons, and his unconventional trading methods were noted to have elements that might mitigate excessive alcohol consumption.

"While Mr. Pilton’s traditional outback demeanor and disregard for bureaucratic norms might render him unsuitable as a modern city pub operator, it arguably does not disqualify him from managing a genuine outback pub," the report elaborated. The commission ultimately upheld eight of the ten complaints and outlined a series of improvements the hotel must implement prior to the reinstatement of its liquor license. These requirements include enhancing toilet facilities, establishing a kitchen, hiring a cook, and submitting monthly reports to the relevant regulatory body.
